02Worth knowing
What the AIs noticed while building the list.
The number of compounds grew during the crackdown: Amnesty counted 86 operating in April 2026, up from 53 a year earlier, with evidence of state action at only 24.
Cambodia's 58,266 'rescued and deported' mixes victims and suspects: official data confirm only 22,045 as directly involved in scams. Another official figure, about 300,000 'arrested, deported or departed', counts something else again.
A good tier rating does not mean victims get found: the Philippines is Tier 1 but identified no foreign victims in scam centres.
The widely repeated split of 120,000 people in Myanmar and 100,000 in Cambodia comes from a 2023 UN estimate. Current IOM figures say at least 300,000 people across the region, from at least 80 countries.
03Questions people ask
Which country has the most scam call centers?
No one counts scam centres reliably. Myanmar and Cambodia are the main hubs, and Amnesty alone found 86 compounds operating in Cambodia in April 2026.
Source ↗What country has the most scam call centers?
On expert scores, Myanmar has the world's highest organized-crime score (8.08 of 10) and Cambodia follows at 7.02. These are severity scores, not counts of centres.
Source ↗Which countries have scam call centers?
The core is Myanmar, Cambodia and Laos, and operations also run in the Philippines, Thailand, Malaysia and Timor-Leste. UNODC found victims from at least 80 countries in the region's compounds.
Source ↗Why do scam-centre numbers differ so much?
Each count covers something different. Cambodia's figures include 58,266 foreigners 'rescued and deported', about 30,000 detained, and 3,477 held in pretrial detention, and none of these is a count of identified victims.

1The question
Top 10 Countries Where Scam-Compound Trafficking Is Worst and Victims Are Least Protected
2Why this topic
The reader sees in one list where the problem is worst and where the response fails victims, two things no single index or tier list shows together.
3Where it applies
Global, centred on Southeast Asia's scam-compound belt (Cambodia, Myanmar, Laos, the Philippines and neighbours)
4What we looked at
- How severe expert assessments rate human trafficking and cyber-enabled crime in each country
- How strong the government's anti-trafficking effort is rated, including victim identification and support
- The gap between announced raids, rescues and arrests and independent evidence that people forced to scam are treated as victims rather than offenders
- Cautious reading: these sources use different definitions, and none counts the true number of victims
- Global Initiative Against Transnational Organized Crime, Global Organized Crime Index 2025 — Expert scores (0-10) for criminality, including human trafficking and cyber-dependent crime, and for state
- U.S. Department of State, Trafficking in Persons Report 2025 and 2026 — Tier rating of each government's anti-trafficking effort: prosecutions, victim identification and protection
- Amnesty International, 'Falling Through the Cracks' (June 2026) — 73 survivors from 16 countries, whether authorities identified them as trafficking victims, and how many of 86 known compounds saw any
- Government crackdown figures reported by AP and Al Jazeera (August 2026) — Raids, detentions, rescues, deportations and pretrial arrests that the government announced, July 2025 to August 2026

What Claude noticed
Myanmar has the worst state resilience score in the world (1.46) and the highest criminality score (8.08) in the 2025 index, so the 'worst' place and the 'least protected' place are not always the same country as the one with the most raids.
Amnesty found state intervention at only 24 of 86 Cambodian compounds it identified, against official claims of more than 200 scam centres shut down.
The Philippines holds Tier 1 yet reported identifying no foreign victims in scam centres, so a good tier does not guarantee that victims are found.
People from at least 80 countries and territories have been identified in scam compounds in the region, according to UNODC.

What StepFun noticed
The identification gap is the story: Cambodia reported roughly 30,000 detentions and 624 compounds raided, yet not one of 73 survivors Amnesty interviewed was recognised by the authorities as a trafficking victim. Mass arrests are not the same as victim identification.
Cambodia's crackdown ran alongside growth, not shrinkage: Amnesty identified 86 compounds operating as of April 2026, up from 53 a year earlier, with evidence of state intervention at only 24 of them.
Rescued is not the same as protected: by June 2026 Cambodia had released some 200,000 people from scam centres but could not get them home, leaving survivors sleeping rough or in detention.
The trafficking is regional, not national: as of March 2025 people from 80 countries had been trafficked into online scam centres, and INTERPOL found 74 per cent of identified victims were taken to centres inside the original hub region - which is why single-country rankings always understate the belt.
