1European Union
No. 1 — European Union. On the lists of 8 of 9 AIs; median place there: 1. The AIs ranked it first because it has the most legal layers for repair data, though they found no rule for a vanished maker.

Did you know
A court case began when Stellantis asked two independent repairers to log into its server through a paid subscription before doing diagnostics. In 2023 the EU's top court ruled that repairers must get both read and write access through the car's diagnostic port.
- What it is
- A union of countries with binding rules on repair data and batteries.
- Its edge
- It has the most layers: repair data, battery passport and data-access tiers.
- Who should know
- Useful for EV owners to know: the law is strongest here, but still needs a maker.
- Rules that outlast the makerMost layers

Why it is here
EU rules require makers to keep vehicle diagnostic and repair information accessible to independent operators, and say later updates must be posted when they reach authorized repairers. That gives independent shops a formal route to the same changing information. — (voice only)
Did you know
A 2026 EU delegated rule, published in the Official Journal on 3 June 2026, says makers cannot add security-based conditions for repairers' access beyond those the regulation already sets.
History
In 1973, an oil crisis brought economic problems across the European Community after Middle East oil-producing nations raised prices and restricted sales. The shock helped push leaders to set up a fund to support poorer regions. — (voice only)
Keep in mind
A 2026 rule sets tiers of vehicle data access. Independent tool makers get access from 23 December 2026, and makers have until June 2027 to open standard access portals. So full access is not here yet.
Parts makers and other trade groups said in 2024 that repair information for electric vehicle batteries is growing scarce, and that carmakers' control of car-generated data gives them an edge over independent shops.
Where to go further
Open the full EU Data Act and search the page for the word "repair". It shows which car data rights apply and how the law is written, in its own words.
